Purley Planning Summary – 25th May 2022

The current volume of planning applications and decisions in the PWRA area can make it challenging to keep up with what is being proposed for our area. Consequently the PWRA Planning Officer now prepares a summary of planning activity in our area so we can more easily track this, and determine the action we will take for new planning applications.

We believe that this will also be useful for members and publish it here so YOU can quickly see what we believe to be the most significant planning matters in the PWRA area, the actions we will be taking / have taken, and enable members to take their own actions (eg objecting or supporting new planning applications).

Please do read through this Planning Summary, and we strongly urge you to also take the actions that we at the PWRA will be taking (see Objection reasons in RED INK) in response to the new applications listed.

Applications Refused

114 Downlands Road (Ref: 21/05867/FUL) 4 storey building for 8 flats. Comment: Main reasons for refusal: Out of Character, Detrimental to adjoin owners, Insufficient disabled car parking. The developer is clearly in discussion with the planning dept as a more recent pre-application is also logged for this property (Ref: 21/02611/PRE), which shows 9 flats in 3 blocks on the site – an even greater over-development of site than previously proposed!

28 Foxley Hill Road (Ref: 21/03737/FUL) Change of use to a 5 room care home for young adults. Comment: Main reasons for refusal: No demonstrated need for the use in the Borough, Loss of a family home (first time I see this as a reason for refusal!), Highways / car parking.

10 Russell Hill (Ref: 21/06214/FUL) 7 flats. Comment: Main refusal reasons: Out of character, Sub-standard accommodation, Detrimental to adjoining owners, In-adequate accessible accommodation.

63 Woodcote Valley Road (20/02023/FUL) 6 flats over 4 storeys. Comment: Main refusal reasons: Out of character, Sub-standard accommodation, Detrimental to adjoining owners, In-adequate accessible accommodation.

Ummed Vila, Birch Lane, Webb Estate (Ref: 20/05428/FUL) New house replacing existing. Comment: Appeal dismissed for being out of character and damage to existing trees.

Significant New Applications

102 Foxley Lane (Ref: 22/01654/FUL) Demolition of existing house and construction of 9 flats in two blocks (4 x 2 bed, 5 x 3 bed) with 9 car parking spaces. One block is stated as being of 4 storeys. Comment: This is the second application on this property. The first was refused. Object based on: Loss of family home, Over-development, Out of character, Detrimental to the amenity of occupiers of adjoining properties, Inadequate car parking.

25 Pampisford Road (Ref: 22/01692/FUL) Demolition of existing house and construction of 6 flats. Comment: Whilst no documents are currently visible on the planning portal there are already 8 objections. The documents for this proposal are now visible. They show 6 flats (2 x 3 bed, 3 x3x bed, 1 x 1 bed) with 1 car parking space! Object based on Loss of family home, Over-development, Out of character, Detrimental to the amenity of occupiers of adjoining properties, Inadequate car parking.

31 Pampisford Road (Ref: 22/01805/FUL) Conversion of existing 4 bedroom dwelling into 2 x 3 bedroom semi-detached houses, AND construct 2 x 3 bed semi-detached houses to the rear. The entire development will have 2 car parking spaces. Comment: Object based on: Object based on Loss of family home, Over-development, Out of character, Detrimental to the amenity of occupiers of adjoining properties, Inadequate car parking.

27 Russell Hill (Ref: 22/00851/FUL) Demolition of existing family home and construction of 9 flats (3 x 1 bed, 3 x 2 bed, 3 x 3 bed) with 7 car parking spaces. Comment: Object based on: Loss of family home, Over-development, Out of character, Detrimental to the amenity of occupiers of adjoining properties, Inadequate car parking.

20 Woodcote Valley Road (Ref: 22/01779/FUL) Demolition of existing family home and construction of 9 flats (7 x 3 bed, 2 x 2 bed) with 8 car parking spaces. Comment: Object based on: Loss of family home, Out of character, Detrimental to the amenity of occupiers of adjoining properties, Inadequate car parking.

41 Woodcrest Road (Ref: 22/01816/FUL) Demolition of existing family home and construction of 8 flats (3 x 3 bed, 2 x 2 bed, 1 x 1 bed) with 8 car parking spaces. Comment: This is the 4th planning application on this property in ~ two years. The applicant has had three refusals, and whilst for this application the applicant has deleted (at least at this stage) a bungalow to the rear of a block of 8 flats, it is essentially the same application recycled, and my view remains to object, based on: Loss of family home, Over-development, Out of character, Detrimental to the amenity of occupiers of adjoining properties, Inadequate car parking.

    This is an excellent addition to the very much valued work of the PWRA. Thank you for keeping us informed. Good to see loss of family home as reason for refusal. Let’s hope the previous tsunami of over development is coming to an end.
